duplicating the style of that video is a fairly advanced topic, but the regular use of raster graphics in videoscribe is covered in the tutorials, bootcamp sessions, and instant answers:

Perhaps its (http://help.videoscribe.co/support/solutions/articles/1000033717-fill-an-image-with-colour-using-the-hand) can use this method to create a style how in the video?

Easier method that might look okay without using the tutorial:

1)  Use 2 copies of the JPG or PNG image that are the same size with a white or transparent background. The first image will need to have just the black lines and a white or transparent background. The second image will need to have the black outlines and all of the color and the same size background.

2) import the line art image into videoscribe, click "set camera" and then import the color image and position it perfectly over the line art image and click "set camera" again.

Using the tutorial you mentioned might make it look better:

1) follow that tutorial using 2 copies of the image that are the same size with a white or transparent background. The first image will need to have just the black lines and a white or transparent background. The second image will need to have the black outlines and all of the color and the same size background. make sure the transparent strokes do not extend beyond the borders of the images because that will make the SVGs different sizes.

2) import the line art image into videoscribe, click "set camera" and then import the color image and position it perfectly over the line art image and click  "set camera" again.
