I know I can select a music soundtrack for the entire duration of the video, but, I was wondering: may I add my recorded voice either to a specific part or to the entire canvas?

Hi, As of Nov 2015, both music and voiceover tracks automatically start at the beginning of the scribe, and that cannot be changed. I don't know if that will change in future versions.
if you want to delay them you have to edit your sound file(s) to add seconds of silence at the beginning of them, before you import them.
if you want a sound to repeat throughout the video, you can add it as a music track and select "loop"
