Cut to new element example - not pan or zoom

Hi 

Does anyone know if this is a sparkol video scribe? 

I'd like to cut to a new element rather than pan or zoom - as in this example

I'm sure videoscribe used to be capable of this but I'm not sure if that's that case in later versions?
