I added an arrow on the screen, resized it, but now I can't move it where I want it to go.
When I click on it, the object properties show for resizing. How do I move an object like an arrow on a screen?

You need to click on the line of the image once to select it and again to drag it on the canvas. It may be easier to zoom in on the image first before trying to drag it with the mouse. You can also use the arrow keys on your keyboard to move all selected elements.
