VideoScribe works by following the stroke paths on a vector. If there are no stroke paths, it will try and find the outlines of a fill. In this image the only stroke paths are the reveal so it will find that and not draw the rest.
Also this image has groups which seem to work as sub layers.
VideoScribe will work best where you have simple layers rather that these sub layers.
You need to stroke paths to the areas of the image you want to be drawn and simplify the layers to remove these sub layers.

I am still unable to get the settings right to draw the image first, then fill in the color second.
I've attached my .svg file. Where am I getting it wrong?
