How can I make images appear without having to be drawn or moved in?

I would like to know how could I make images and text already appear on the canvas before other images or text without needing to be moved in or drawn?

1) Any element with a draw time of zero will appear instantly.

2) To have an element on the canvas before tha camera moves to that part of the canvas: Is it possible to have the elements pre-drawn?
