Hi, In general, for any images that overlap, the newer ones are always in front of the older ones.
If you want an image to be behind other images, it will need to be drawn first. You can change the order by clicking the thumbnail for that image in the timeline and holding down the mouse button and then dragging the thumbnail to an earlier location in the timeline.
(If you are making your own images then you could "fake" an image being drawn "behind" previous images by erasing any parts of the new image that would be hidden behind the previous image. This process would require you to have some experience with photoshop, gimp, inkscape or illustrator.)
