Try as I might I can't seem to find an answer to my question but it is entirely possible I may be asking it incorrectly.
Is there a way to bring the hand into frame before it begins to write as apposed to just appearing? Same question for removing the hand after writing as well.

There is no automatic way to do that in videoscribe, but you can do it if you make your own SVG images.
the videoscribe hand follows every stroked path in your SVG. So you can add an extra stroked path at the begining and one at the end of your SVG to make the hand move onto the screen and back off. Then change the opacity of those two stroked paths to 0% so the lines will not be visible.
If you have never made SVG images or any images, the rules are simple but there are kind of a lot of rules, so you should start simple so you can develop an understanding of the basics.
