I heard New Youtube channels created in 2o2o with Videoscribe videos are not monetizable stating that it is repetitive content. Is that true ? Can anyone confirm?

This is just a guess, but multiple videos with the same background color, the same audio (or no sound) and the same images are probably more likely to get flagged.
I'd suggest making your videoscribe videos unique with custom art, different background colors, elements in different arrangements and different audio tracks. Don't place the same element in the same location of the canvas in multiple videos.
Also, contact youtube if you have a question about youtube policies and guidelines.

What Mike said, if you make the same repetitive video style with the same tool (VideoScribe or otherwise) you have a chance of getting flagged.
Just read the YouTube guidelines on this and make your videos in a way that meets their advice and you should be fine.
